Baroness Hollis of Heigham: My Lords, I thank the Minister for that very careful reply. I shall obviously study it further and see whether we wish to revisit this matter at Third Reading. By the leave of the House, I shall withdraw the amendment.

Baroness Williams of Crosby had given notice of her intention to move Amendment No. 21B:

Page 4, line 38, at end insert:
("( ) No regulations shall be made under this section unless a draft of the regulations has been laid before, and approved by a resolution of, each House of Parliament.").

The noble Baroness said: My Lords, I have no need to move this amendment which is very much along the same lines as Amendment No. 21A. I recognise that the Minister did a great deal to remove some of the concerns that we have on this aspect of the Bill. Some still remain, but he met some part of our disquiet. I thank him for his reply.
