Lloyd's: Contribution to UK Balance of Payments

Lord Marlesford asked Her Majesty's Government:

    Whether they can estimate the net contribution to the United Kingdom's balance of payments from Lloyd's of London in each of the most recent 10 years for which figures are available.

The Parliamentary Under-Secretary of State, Ministry of Defence (Lord Henley): Information relating to the contribution to the current account of the balance of payments of Lloyd's of London from 1985 to 1994 can be derived from data available on the Central Statistical Office database, which can be accessed by the Library. The estimates for underwriting services include receipts for management

services provided to overseas members of Lloyd's syndicates. Estimates for earnings on portfolio investment overseas include income on funds which are held overseas to support business underwritten in those countries. This income is net of earnings distributed to Lloyd's overseas members.

Palace of Westminster: Restoration

Lord Marlesford asked the Chairman of Committees:

    Whether, as part of the on-going programme of restoration and renovation of the Palace of Westminster, he will arrange for the small crowns which decorate the top of the wrought iron railings surrounding New Palace Yard to be gilded with gold leaf.

The Chairman of Committees (Lord Boston of Faversham): There are no plans to do so. When restoration work is being planned, great care is taken to research the history of the site and to respect the original designer's scheme. There is no evidence that gilding was used on the railings originally. Any proposal for gilding would have to be considered by the relevant committees of both Houses in the light of expert advice and estimates of cost. The original colour of the railings was a very dark green, almost black; and the panels which have already been restored are now painted in that colour.

Appleby Castle

Lord Henderson of Brompton asked Her Majesty's Government:

    Whether they agree that Appleby Castle is one of the most important secular buildings in the north of England; and whether the National Heritage Memorial Fund has been approached about its acquisition and, if so, with what results.

The Parliamentary Under-Secretary of State, Department of National Heritage (Viscount Astor): The importance attached by my department to Appleby Castle is reflected in its status as a Grade 1 listed building. I understand that no application has been made to the National Heritage Memorial Fund for funding towards the acquisition of the castle; decisions on such funding would be a matter for the funds's trustees.

Northern Ireland: Mr. Santer's Statement

Lord Bruce of Donington asked Her Majesty's Government:

    Whether they were consulted by Mr. Jacques Santer, President of the European Commission, prior to his statement in the course of his recent visit to Northern Ireland that they should make further contributions from public funds to Northern Ireland; and, if not, what representations they propose to make.

The Parliamentary Under-Secretary of State, Northern Ireland Office (Baroness Denton of Wakefield): Mr. Santer's comments were made in the context of the draft guidelines for the Special Initiative for Peace and Reconciliation which were published on 14th February 1995. These guidelines are essentially similar to the proposal considered at the Essen Council on 9th December 1994 and have been widely circulated. The Government will present a draft programme to the European Commission when the guidelines are formally adopted.
