1. These Regulations amend Part III of the TSE (England) Regulations 2002, S.I.2002/843 as amended by S.I.2002/1253. Part III of those Regulations makes provision in relation to animal feeding and implements the Council Decisions 2000/766/EC and 2001/9/EC concerning certain protection measures and controls required on the feeding of animal protein. It is an offence under those Regulations for a person to feed a ruminant animal any feeding stuff which he knows or has reason to suspect contains mammalian protein or to feed to livestock any feeding stuff in which mammalian meat and bone meal has been incorporated.

2. Part III includes a power to dispose of mammalian meat and bone meal and MBM products or recall feeding stuffs in which such material has been incorporated. However experience has shown that further controls are required in respect of the TSE susceptible animals which may have been fed or had access to mammalian meat and bone meal or mammalian protein, which is prohibited to be fed to it under the Principal Regulations.

3. These Regulations give inspectors the power to slaughter such animals and to seize the carcases of those animals and makes provision to keep such animals and carcases out of the food chain.
