Memorandum from Lord Norton of Louth, Chairman of the House of Lords Select Committee on the Constitution (DCB 24)

  Thank you for your letter of 24 March inviting the Constitution Committee to comment on the draft Corruption Bill.

  The draft bill clearly raises matters of constitutional significance which fall within our remit. We note, however, that the Joint Committee on Parliamentary Privilege considered these constitutional issues in depth in their report published in 1999 (HL Paper 43, HC 214, Session 1998-99). We endorse the conclusions of that Joint Committee, which form the basis of clause 12 of the draft bill, that Article 9 of the 1689 Bill of Rights should be disapplied in respect of allegations of corruption against members of Parliament.
