7.  Memorandum from the Council on Tribunals

  Thank you for your letter of 3 July 2002 inviting the Council to provide comments to the Joint Committee on the Human Rights aspects of the recently published draft Mental Health Bill. Whilst the Council is keen to offer comment if it can, it is unable to do so within your deadline of 19 July 2002. The Council proposes, instead, to consider the Human Rights aspects of the Bill at the same time as they are considering those parts of the Bill concerning the new Tribunal. Should the Council decide to submit comments to the Joint Committee, which will probably be some time in August, I assume these could be fed into the process at the appropriate point.

  The Council is grateful to have been consulted and regrets that it cannot meet your original deadline.
