Members disclosed their pecuniary interests pursuant to the resolution of the House of 13 July 1992.

Mr Kenneth Clarke declared pecuniary interests as Chairman (non-executive) of Unichem PLC, a director of Foreign and Colonial Investment Trust PLC, Deputy Chairman and director of British American Tobacco PLC, a director of Independent News and Media (UK) and Chairman (non-executive) of Savoy Asset Management PLC.

Mr Richard Ottaway declared pecuniary interests as a Solicitor and Arbitrator, and receiving assistance on tax computations from an individual employed by KPMG, and from secondees from Deloitte & Touche and Kingston Smith to assist with the Finance Bill 2000.

Lord Brightman declared a non-pecuniary interest as a former member of the Tax Law Rewrite Committee.

Lord Goodhart declared a non-pecuniary interest as a member of the IFS Tax Law Review Committee.

Lord Howe of Aberavon declared a non-pecuniary interest as Chairman of the Tax Law Rewrite Committee.

Mr Kenneth Clarke was called to the Chair.

The Committee deliberated.

Ordered, That Strangers be admitted during the examination of witnesses unless the Committee otherwise orders.-(The Chairman.)

Lord Blackwell declared pecuniary interests as a director of Dixons Group plc, a director of Corporate Services Group plc, Chairman of the Centre for Policy Studies, Special Adviser to KPMG Corporate Finance, a member of Tecbuzz.com Advisory Board and an advisor to Consultivity International.

Baroness Cohen of Pimlico declared pecuniary interests as a non-executive director of BPP plc, ISI Ltd, Defence Logistics Organisation and Charterhouse Group.

Capital Allowances Bill: Mr Adam Broke, Chairman of the Special Committee of Tax Law Consultative Bodies and member of the Tax Law Rewrite project's Consultative and Steering Committees, and Mr Neil Munro, Dr Helen Caldwell, Mr Mark Hudson, Mr Robin Willis and Mr Satnam Singh, Tax Law Rewrite project, Inland Revenue, were examined.

The Committee deliberated.

Capital Allowances Bill: Mr Adam Broke, Chairman of the Special Committee of Tax Law Consultative Bodies and member of the Tax Law Rewrite project's Consultative and Steering Committees, and Mr Neil Munro, Dr Helen Caldwell, Mr Mark Hudson, Mr Robin Willis and Mr Satnam Singh, Tax Law Rewrite project, Inland Revenue, were further examined.

The Committee further deliberated.

Draft Report (Capital Allowances Bill), proposed by the Chairman, brought up and read.

Ordered, That the draft Report be read a second time, paragraph by paragraph.

Paragraphs 1 to 3 read and agreed to.

Resolved, That the Report be the First Report of the Committee to the House.

Ordered, That the Chairman do make the Report to the House to the House of Commons and that Lord Brightman do make the Report to the House of Lords.

A paper was ordered to be appended to the Minutes of Evidence.

Ordered, That the Capital Allowances Bill be reported, without Amendment.
