Second Memorandum by the Northern Ireland Office

Public Processions (Northern Ireland) Act 1998 (Accounts and Audit)
Order 1998 (S.I. 2001/851)

1. The Committee considered the above instrument at its meeting of 3 April and requested the Department to submit a memorandum on the following points:

    (1)  In view of the circumstances outlined in paragraph 4 of the Department's memorandum dated 12 March 2001, specify the steps which the Department has taken to prevent any recurrence of the failures there referred to.

2. The Department has put in place an administrative procedure to ensure that all instruments made by Ministers are routed through a single point which has responsibility for ensuring that all steps necessary in relation to an instrument are taken at the appropriate time. The Department has made this procedure known to relevant staff and emphasised their responsibility to ensure that it is followed.

    (2)  Explain the omission of an Explanatory Note to this instrument.

3. The Explanatory Note was omitted from this instrument in error when the instrument was originally prepared in 1998. When the instrument came to light again recently the absence of the Explanatory Note was not noticed. The Department apologises for this omission.
