The Committee deliberated.

Draft Special Report [Implementation of the Human Rights Act 1998], proposed by the Chairman, brought up and read.

Ordered, That the draft Special Report be read a second time, paragraph by paragraph.

Paragraphs 1 to 4 read and agreed to.

Resolved, That the Report be the Second Special Report of the Committee.

Ordered, That the Chairman do make the Special Report to the House of Commons and that Baroness Prashar do make the Special Report to the House of Lords if a Dissolution of Parliament is announced on or before 5 April.
