Memorandum by the Department of Trade and Industry

ORDER 1999 (S.I. 1999/3452)

Introduction

  1. This Memorandum is submitted to the Joint Committee on Statutory Instruments in response to their letter dated 26 January 2000 in which they requested that the Department of Trade and Industry submit a memorandum on the following points:

    The explanatory note states that the Order amends the licensing scheme to provide for certain increases in the annual tariffs for 2000 and 2001. Indicate the amounts of the current tariffs which will be increased (with effect from April 2000) by this Order.

Explanation

  2. The current annual tariffs (for licences taking effect on or after 1st April 1999), when calculated on a full-time or full-time equivalents per capita basis by category of student in an Educational Establishment are as follows:

      (i)  Students in Primary Educational Establishments (including Educational Establishments known as Preparatory Schools) - 21p per capita;

      (ii)  Students in Secondary Educational Establishments - 42p per capita;

      (iii)  Students in Educational Establishments of Further Education (including Educational Establishments formerly known as Sixth Form Colleges) - 80p per capita;

      (iv)  Students in Educational Establishments of Higher Education (including Higher Education Colleges and Universities) - £1.30 per capita;

      (v)  Students in Educational Establishments other than Primary, Secondary, Further and Higher Education designated from time to time by the Secretary of State - a fee related to the above by type.

  3. A variation of the licensing scheme is not effective unless a corresponding amendment of the Order certifying the scheme is made. The amendment to reflect these tariffs was made by S.I. 1998/203.
