Memorandum by the Home Office

YOUNG OFFENDER INSTITUTION (AMENDMENT) (NO. 2) RULES 1999 (S.I. 1999/962)

  1. The Committee have raised the following question.

      "Indicate, having regard to the fact that the 1988 Regulations amended by this instrument have now been amended 14 times, whether a consolidation is planned and if so on what timescale."

  2. The Department accepts that, in the light of the number of amendments that have been made to the Young Offender Institution Rules 1988 (SI 1988/1422), a consolidation at an early opportunity would be desirable. The timing will depend upon that for making further substantive amendments to the rules. In particular, amendments are likely to be required to take account of the planned introduction of detention and training orders pursuant to the Crime and Disorder Act 1998.
