Memorandum by the London Borough of Enfield

  My Council wishes to contribute to the Joint Committee's consideration of the Draft Bill with regard to the specific issue of the involvement of the Education Statutory Co-optees in the Council's decision-making on Education matters.

  My Council made representations on this matter to the Department of the Environment, Transport and the Regions in response to the consultation paper "Local Leadership, Local Choice". I understand that the Council's comments are available to the Joint Committee.

  We are now taking this matter forward locally through consultation with the Education StatutoryCo-optees and other interested parties. A copy of the consultation paper is enclosed [Not printed]. This spells out the background to the issue and also brings forward a number of options for its, hopefully, satisfactory resolution.

  The Council believes that the Government's proposal on this matter, as currently contained in the Draft Bill, is not the right one. We have suggested that further option should be consulted on before the Government makes a final decision.

  I shall be grateful if this matter is drawn to the attention of the Joint Committee together with the attached consultation paper.
