Letter from Len Cook, National Statistican
to the Chairman of the Sub-committee
Following the Treasury Sub-committee session
on the 27 October, I am writing to clarify the ONS view relating
to The Future of Rail White Paper and the National Accounts
sector classification of Network Rail, and to provide further
information on measures included in ONS's health productivity
analysis.
The situation regarding the classification of
Network Rail is still as advised in the attached letter,[3]
of 30 July 2004, from Ruth Kelly MP, the then Financial Secretary
to the Treasury, to Sir George Young MP. ONS's preliminary view
of the contents of the White Paper was that the classification
of Network Rail will remain unchanged. As also detailed in the
letter, in line with standard practice, ONS will review the National
Accounts sector classification of Network Rail once the details
have been finalised. In particular we will examine the new arrangements
and the details of the regulatory and contractual agreements between
Department for Transport, Network Rail and Train Operating Companies.
Department for Transport have committed to provide
us with this information when it is available. Only after considering
this information will we be able to make a definitive statement.
The attached note provides information on medical
procedures included in ONS's health productivity measures.
