Letter to the Clerk of the Sub-committee

Our contact with the OGC is limited and predominantly
on trying to ensure that small businesses are better able to contract
with Government. This does not fit neatly into any of the areas
the Committee is seeking comment on, but is nevertheless, what
we consider to be a key aspect of its work, and one we have had
the opportunity to sample at first hand over the past few months.
There has been some good progress made in that time, and an appropriate
resource on their part devoted to helping Government become more
small-business friendly in its procurement practices. This work
we hope will continue in the forthcoming year and to that end,
we were recently given the opportunity to contribute out thoughts
to the OGC's business plan.
I am enclosing a paper (Annex A) that we submitted
to the Small Firms Minister, Nigel Griffiths, in mid-September,
which was copied to the OGC, setting out some of the problems
small firms encounter in public procurement and potential solutions.
