Supplementary memorandum by the Strategic Rail Authority (TYP 45A)


  The Sub-Committee asked why, in referring to targets for increased passenger use of the railway, the measure has been changed from passenger journeys to passenger kilometres.

  The 10 Year Plan refers to "50 per cent more passengers to travel by train" (page 7); to "50 per cent increase in use, measured by passenger kilometres" (page 9); and to "50 per cent growth in passenger journeys overall" (page 49). The footnote to the latter reference makes it clear that this is to be measured in passenger kilometres.

  The target increase of 50 per cent is therefore unchanged, measured in passenger kilometres.
