Letter to Councillor Merlyn Vaz
from Superintendent Nick Gargan, Leicestershire
I acknowledge receipt of your letter dated 22nd January
2002 for which I am very grateful.
Much of your letter involves discussion of my comment,
in an earlier letter to Mrs Filkin, that you had chosen not to
co-operate with the investigation. I readily accept that it may
have been better in that sentence had read "As Mr Vaz
was not himself the victim of the alleged offence, and the victim
has either chosen not to co-operate or been unable to co-operate
with the investigation, I do not see that there is sufficient
prospect of a successful outcome to pursue the investigation any
further." That apart, I have reviewed my letter of 10th
January and I still believe that it is accurate and fair.
Leicestershire Constabulary places a high priority
on being responsive to the needs of victims. I would still like
to arrange for a senior officer to see you to take details of
any offences committed against you. As an alternative, you may
prefer to write to me with full details of any such offences;
this would be enough to enable me to investigate.
I have copied your letter and will copy this response
to Mrs Filkin. This is because this information is directly relevant
to matters currently being considered by the Committee on Standards
& Privileges and it is necessary and only fair that this information
should be shared with the Committee.
