7.  DO PANELS WITH SMALLER NUMBERS OR SUBMISSIONS TEND TO AWARD HIGHER GRADES?

  This does seem to be the case. In response to the committee's query, we have analysed the relationship between the number of research active staff submitted to a unit of assessment and their mean rating. This analysis shows a correlation coefficient between size and rating of -0.32. The analysis is contained within Annex C.
