Letter from The Rt Hon. Frank Dobson MP (LR 50)

  Thank you for your letter, dated 17 January, enclosing a questionnaire about Lords reform. I have not filled it in because the questions of what proportion, if any, of the Lords should be elected cannot possibly be considered separately from the question of what powers such a second chamber should have.

  I would not be prepared to support any elected element in the Lords, which would give them some democratic legitimacy unless it were to be matched by an allocation of separate functions for each of the two houses. To do so without such a change would be a recipe for chaos or stasis or both.
