Memorandum by The Rt Reverend Lord Habgood (LR 5)

  Thank you for the invitation to submit written evidence to the Public Administration Select Committee concerning reform of the House of Lords. I had intended to write a short note broadly in favour of the Government proposals. However on re-reading the evidence I submitted to the Wakeham Commission, I found that so much of it seems relevant to current criticisms of these proposals, that I have taken the liberty of sending the whole document. The suggestion contained in it concerning ex-officio members may not be practicable, but the arguments against an elected second chamber seem to me to be decisive.
