The Committee deliberated.

Resolved, That the Committee do not now hold a joint inquiry with the Home Affairs Committee into House of Lords Reform.-(The Chairman.)

Draft Report (Special Advisers: Boon or Bane: The Government Response to the Committee's Fourth Report of Session 2000-01), proposed by the Chairman, brought up and read.

(The Minutes of Proceedings relating to consideration of the Report are published in the Third Report of the Committee, HC 463 (2001-2002) p. xvi)

Draft Report (Ministerial Accountability and Parliamentary Questions: The Government Response to the Committee's Second Report of Session 2000-01), proposed by the Chairman, brought up and read.

Public Services Reform: Dr Wendy Thomson, Head of Office of Public Services Reform, Cabinet Office, was examined;

Councillor Sir Jeremy Beecham, Chairman, Councillor Gordon Keymar, Deputy Chairman and Leader of the LGA Conservative Group and Councillor Sir Harry Jones, Vice Chair and Leader of the Welsh LGA, Local Government Association, were examined.
