Memorandum by the Civic Trust (HOU 09)


  I am responding to the Office of the Deputy Prime Minister Housing, Planning, Local Government and the Regions Select Committee inquiry into Affordable Housing.

  The Civic Trust promotes progressive improvements in the quality of urban life for communities throughout the UK.

  The issue of affordable housing is of considerable concern to Civic Societies. We would urge the Select Committee to look into the following matters:

    —  A clear definition of affordable housing, making clear its relationship to social housing in particular.

    —  The consistency of its application within the planning system, and the desirability of local flexibility.

    —  The degree to which current policies have been successful in providing affordable houses of quality and number.

    —  Lessons in design terms for integrating affordable housing successfully within privately owned buildings of schemes.

    —  The effect of providing affordable housing upon securing other desirable social or physical objectives from S.106 agreements, and the likelihood of developers bringing land forward for developments, especially brownfield sites.
