The Committee deliberated.

Draft Special Report, proposed by the Chairman, brought up, read the first and second time and agreed to.

Resolved, That the Report be the Third Special Report of the Committee to the House.

Ordered, That the Chairman do make the Report to the House.

Ordered, That the Government's response to the Fifth Report from the Committee in Session 2001­02 [Financing for Development: Finding the money to eliminate world poverty] be appended to the Report.—(The Chairman.)

Resolved, That the Report be the Fourth Special Report of the Committee to the House.

Ordered, That the Chairman do make the Report to the House.

Ordered, That the Government's response to the Third Report from the Committee in Session 2001­02 [Global Climate Change and Sustainable Development] be appended to the Report.—(The Chairman.)

Ordered, That Ms Elizabeth Winter be appointed a Specialist Adviser to assist the Committee in its inquiry into Afghanistan: the transition from humanitarian relief to reconstruction and development assistance.—(The Chairman.)

The Committee further deliberated.

The humanitarian crisis in southern Africa: Mr John Winter, Head of Central and Southern Africa Department, Department for International Development, Mr Rob Holden, Conflict and Humanitarian Affairs Department (CHAD) Crisis Management Group, DFID Johannesburg, and Mr John Hansell, OBE, Food Security Adviser, DFID Zimbabwe, were examined.
