The Committee deliberated.

Scrutiny reserve breaches: Rt. Hon. Nicholas Brown, a Member of the House, Minister of State for Work, Department for Work and Pensions, was examined.

Scrutiny reserve breaches: Rt. Hon. Michael Meacher, a Member of the House, Minister of State (Environment and Agri-Environment), and Chris Leigh, Head of UK Climate Change Programme, Department for Environment, Food and Rural Affairs, were examined.

Draft Report, proposed by the Chairman, brought up and read.

Ordered, That the draft Report be read a second time, paragraph by paragraph.

Paragraphs 1.1 to 1.7 read and agreed to.

Paragraph 1.8 read, amended, and agreed to.

Paragraphs 1.9 to 1.11 read and agreed to.

Paragraph 1.12 read, amended, and agreed to.

Resolved, That the Report be the Forty-first Report of the Committee to the House.

Ordered, That the Chairman do make the Report to the House.

Draft Report [Reform of COSAC], proposed by the Chairman, brought up and read.

Ordered, That the draft Report be read a second time, paragraph by paragraph.

Resolved, That the Report, as amended, be the Forty-second Report of the Committee to the House.

Ordered, That the Chairman do make the Report to the House.

Ordered, That the Chairman and the Clerk do visit Copenhagen on 17 November to attend a meeting for the Chairmen of Committees belonging to COSAC in a representative capacity.— (The Chairman.)
