Draft Report, proposed by the Chairman, brought up and read.

Ordered, That the draft Report be read a second time, paragraph by paragraph.

Paragraphs 1.1 to 2.6 read and agreed to.

Miss Anne McIntosh declared a pecuniary interest in relation to paragraph 3 (Promotion of the use of biofuels in road transport) as a shareholder in BP and Shell and a non-pecuniary interest as a BP Fellow of the Industry and Parliament Trust.

Paragraphs 3.1 to 3.13 read and agreed to.

Paragraphs 3.14 and 3.15 read, amended and agreed to.

Paragraph 3.16 read and deleted.

Paragraphs 4.1 to 5.27 read and agreed to.

Paragraph 5.28 read, amended and agreed to.

Paragraph 9.13 read, amended and agreed to.

A paragraph (now paragraph 9.14) brought up, read the first and second time, and inserted.

Jim Dobbin declared a pecuniary interest in relation to paragraph 11 (Employee involvement in European co-operative societies) as a Labour Co-operative Member.

Paragraphs 11.1 to 15.11 read and agreed to.

Paragraph 15.12 read, amended and agreed to.

Paragraphs 16.1 to 17 read and agreed to.

Resolved, That the Report be the Nineteenth Report of the Committee to the House.

Ordered, That the Chairman do make the Report to the House.
