The Committee deliberated.

Draft Special Report, proposed by the Chairman, brought up, read the first and second time and agreed to.

Resolved, That the Report be the Fifth Special Report of the Committee to the House.

Ordered, That the Chairman do make the Report to the House.

Ordered, That the Responses by the Government and Ofsted to the Fourth Report from the Education and Skills Committee, Session 2001-02, [Appointment of new HMCI] be appended to the Report. — (The Chairman.)

Ordered, That the uncorrected transcript of the oral evidence given this day be published on the Internet.— (The Chairman.)

Education in Birmingham: Ms Sandra Oliver, Education Officer, Birmingham Partnership for Change, and Ms Joy Warmington, Director, Birmingham Race Action Partnership, were examined.

Ms Julia Blois, Wheeler's Lane Boys School (a member of NASUWT), Mr Roger Gittins, headteacher, John Willmott School (a member of the National Union of Teachers), and Mrs Lynn Edwards, Saltley School (a member of the Professional Association of Teachers), were examined.
