Ordered, That the Report be read a second time, paragraph by paragraph.

Paragraphs 1 to 3 read and agreed to.

Paragraph 4 read, amended and agreed to.

Paragraphs 5 to 8 read and agreed to.

Paragraph 9 read, amended and agreed to.

Paragraph 10 read and agreed to.

Paragraph 11 read, amended and agreed to.

Paragraphs 12 to 28 read and agreed to.

Resolved, That the Report be the First Report of the Committee to the House.

Ordered, That the Chairman do make the Report to the House.

Ordered, That the provisions of Standing Order No. 134 (Select committees (reports)) be applied to the Report.

Several Papers were ordered to be appended to the Minutes of Evidence.

Ordered, That the Appendices to the Minutes of Evidence taken before the Committee be reported to the House.—(The Chairman.)

Several Memoranda were ordered to be reported to the House.

The Committee deliberated.

Resolved, That the Committee do visit Paris [OECD/ UNESCO/ French Ministry of Education] from Tuesday 19 to Thursday 21 March.— (The Chairman.)

Ordered, That the Chairman do seek the authorisation of the Liaison Committee in connection with the said visit.

Ordered, That the provisions of Standing Order No. 137A (Select committees: power to work with other committees) be applied to the written evidence submitted to, and the oral evidence taken before, the Committee relating to Individual Learning Accounts, in respect of the Committee of Public Accounts. — (The Chairman.)

Individual Learning Accounts: Mr David Gibson, Chief Executive, Association of Colleges, and Mr Stuart Ingleson, Principal of Preston College, Association of Colleges, were examined.

Mr Hugh Pitman, Chair and Chief Executive, JHP Group Ltd, and Mrs Sammy Betson, Director, Ipswich ITeC, Association of Learning Providers, were examined.

Mr Geoff Hal, Director of Learning Programmes and Mr Michael Stark, Head of Skills and Workforce Development Unit, Learning and Skills Council, were examined.

Mr Stuart Ingleson, Principal of Preston College, Association of Colleges, and Mr Stuart Ingleson, Principal of Preston College, Association of Colleges, were further examined.
