Letter to the Parliamentary Commissioner
for Standards from Mr Jonathan Upton
Thank you for your letter of 4 May.
The budget documents to which you refer in your letter
were internal Scottish Labour Party working documents, which would
regularly be updated and amended. As I have already indicated,
there is no reason why I should have had knowledge or sight of
them. It would have been the responsibility of Alex Rowley, the
Scottish General Secretary at the time, to have them prepared.
Furthermore, many of the observations you are making are simply
reiteration of the detail of these documents; comments on these
would be matters for him.
For the reasons outlined above, I am unable to help
you with your detailed questions.
