Letter to Mr Roy Beggs MP

from the Parliamentary Commissioner for Standards

Further to my letter of 28 February 2001 I have now considered the information you provided when we met and I feel I need to add some further requests to you for other details to ensure that I report accurately to the Committee.

Bleachers, Dyers and Finishers, Inver Road

I understand that you and Mr Topping purchased this site which includes industrial premises which are used by the Bleachers, Dyers and Finishers business. You are not financially involved in this business. The business pays you no rent but has for some months paid interest to Mr Topping in respect of the capital sum he put into the purchase of the property.

Please would you let me have copies of your agreements -

1.  with Mr Topping on the ownership of the site and the profit share arrangements, and

2.  with the business for the use of the premises. Would you also let me have the name and address of the owner of the Bleachers, Dyers and Finishers business?

Ballyrickard Road, landfill site

I understand from Customs and Excise that you, as the licence owner, are responsible for the landfill tax and that Mr McKee as operator can also be liable for the tax. You tell me that Mr

McKee has always paid the tax due and indeed he is listed on the Landfill Tax Register, which you provided, as the operator.

Please would you confirm that you are liable for the landfill tax even though it is paid by Mr McKee.
