Require the Secretary of State to draw up and implement policies to alleviate climate change; to require the setting of targets for the achievement of those policies; and for connected purposes.

BE IT ENACTED by the Queen's most Excellent Majesty, by and with the advice and consent of the Lords Spiritual and Temporal, and Commons, in this present Parliament assembled, and by the authority of the same, as follows:-
 

Carbon dioxide emissions.     1. - (1) It shall be the duty of the Secretary of State to reduce by 2010 the quantity of carbon dioxide emitted annually in the United Kingdom to 80 per cent of the quantity emitted in 1990.
 
      (2) The Secretary of State shall report to Parliament not less than once in any period of two years on progress towards the reduction of carbon dioxide emissions required under subsection (1) above.
 
Climate change strategy.     2. - (1) It shall be the duty of the Secretary of State to prepare and publish a climate change strategy within 12 months of this Act coming into force.
 
      (2) The strategy shall include-
 
 
    (a) targets for the total quantity of carbon dioxide emitted in the United Kingdom in 2015 and 2020 and the policies that in his opinion are required to meet those targets;
 
    (b) the policies that in his opinion are required to reduce by 2040 the quantity of carbon dioxide emitted in the United Kingdom by 50 per cent of the quantity emitted in 1990.
      (3) The Secretary of State shall as soon as is practicable after publication of the strategy take such steps as are in his opinion necessary to implement the policies in subsection (2)(a) above.
 
      (4) In this section "renewable sources" means sources of energy other than fossil fuel, nuclear fuel or incineration of waste.
 
Expenses.     3. There shall be paid out of money provided by Parliament any expenses of the Secretary of State under this Act.
 
Short title.     4. This Act may be cited as the Climate Change Act 2001.
