Wearing of seat belts: applications for exemption.     7. In section 70(1) of the Transport Act 1982 (applications for exemption from wearing seat belts) for "section 33A or 33B of the 1972 Act" there shall be substituted "section 14 or 15 of the Road Traffic Act 1988".
Travel concessions
Travel concessions.     8. In section 145 of the Transport Act 2000 (mandatory concessions outside Greater London), in subsection (1)(a) for "in the authority's area" there is substituted "each of which is either in the authority's area or in the area of any neighbouring authority".
Short title, commencement, etc.     9. - (1) This Act may be cited as the Road Transport Act 2001.
      (2) This Act extends to England and Wales only.
      (3) Subject to subsections (5) and (6) below, this Act shall come into force on such day as the Secretary of State may by order made by statutory instrument appoint, and different days may be appointed for different provisions and for different purposes.
      (4) An order under subsection (3) above may contain such supplementary, incidental, consequential and transitional provisions as the Secretary of State thinks fit.
      (5) Section 1 shall come into force on 1st November 2001.
      (6) This section and sections 4, 6 and 7 shall come into force on the day on which this Act is passed.
