MAFF TRIBUNALS PUBLISHED IN PUBLIC BODIES 1998

  MAFF has four tribunal NDPBs listed in "Public Bodies 1998". Two of these Tribunals are moribund:

    —  Dairy Produce Quota Tribunal [not convened since 1994]

    —  Plant Varieties and Seeds Tribunals [not convened since 1984]

  The following details provide the information required on how many, and which bodies:

1.  Are required to publish Annual Reports:

  None of the Tribunals are required to publish Annual Reports.

2.  Are required to publish annual accounts:

  None of the Tribunals are required to publish annual accounts.

3.  Are subject to full audit by the National Audit Office, Audit Office for Northern Ireland, Audit Commission or Accounts Commission (in Scotland):

  Both active Tribunals. The financial and other records of the MAFF tribunals are held by MAFF and thus subject to full audit by NAO.

    —  Agricultural Land Tribunals

    —  Meat Hygiene Appeals Tribunal for England and Wales

4.  Are under the jurisdiction of the Parliamentary Ombudsman or other Ombudsman and/or have their own complaints procedures:

  None of the Tribunals come under the jurisdiction of the Parliamentary Ombudsman or other Ombudsman, neither do they have a complaints procedure.

5.  Are required to observe the Code of Practice on Access to Government Information:

  Both active Tribunals are required to observe the Code of Practice on Access to Government Information.

    —  Agricultural Land Tribunals

    —  Meat Hygiene Appeals Tribunal for England and Wales

6.  Allow the public to inspect a Register of Members' Interests:

  None of the Tribunals allow the public to inspect a Register of Members' Interests [see 11 below].

7.  Are subject to a public right to attend Board or Committee meetings and are obliged to release reports of meetings:

  None of the Tribunals are subject to such a right.

8.  Are subject to a public right to inspect agendas of meetings:

  None of the Tribunals are subject to such a right.

9.  Are subject to a public right to see minutes of meetings:

  None of the Tribunals are subject to such a right.

10  Are required to hold public meetings:

  None of the Tribunals are subject to such a requirement.

11.  Already possess a Register of Members' Interests:

  None of the Tribunals possess, or are required to possess a Register of Members' Interests.

12.  Maintain an Internet Website:

  None of the Tribunals maintain an Internet website.

13.  Have recently been subject to a quinquennial review:

  The four Tribunals have recently been subject to a quinquennial review in line with the review programme.

    —  Agricultural Land Tribunals [review in progress]

    —  Dairy Produce Quota Tribunal [reviewed in 1994-95 and to be reviewed in 1999-2000]

    —  Meat Hygiene Appeals Tribunal for England and Wales [review in progress]

    —  Plant Varieties and Seeds Tribunal [reviewed in 1997-98]
