3Message from the Lords,—A Message was brought from the Lords, as follows:
 
        Contracts (Rights of Third Parties) Bill [Lords],—The Lords have passed a Bill to make provision for the enforcement of contractual terms by third parties; to which the Lords desire the concurrence of this House.
4Contracts (Rights of Third Parties) Bill [Lords],—The Contracts (Rights of Third Parties) Bill [Lords] was read the first time; and ordered to be read a second time to-morrow and to be printed [Bill 118].
 
        Ordered, That the Explanatory Notes relating to the Contracts (Rights of Third Parties) Bill [Lords] be printed [Bill 118-EN].
 
        The Bill stood referred to a second reading committee, pursuant to Standing Order No. 59 (Law Commission Bills).
5New Member makes Affirmation,—Hilary James Benn, Esquire, Member for Leeds Central, made the Affirmation required by law.
6Health Bill [Lords],—The House, according to Order, proceeded to consider the Health Bill [Lords], as amended in the Standing Committee.
 
        A Clause (English and Scottish border provisions)—(Mr John Denham)—brought up, read the first and second time, and added to the Bill.
 
        Another Clause (Criteria for appraisals by the National Institute for Clinical Excellence)—(Dr Evan Harris)—brought up and read the first time.
 
        Question proposed, That the Clause be read a second time;
 
        And it being Ten o'clock, the Debate stood adjourned.

7Northern Ireland,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the draft Northern Ireland (Emergency and Prevention of Terrorism Provisions) (Continuance) Order 1999, which was laid before this House on 13th May, be approved—(Jane Kennedy):—It was agreed to.
8Trustee Delegation Bill [Lords],—The Order of the day being read, for the Second Reading of the Trustee Delegation Bill [Lords];
 
        A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 90 (Second reading committees), That the Bill be now read a second time:—It was agreed to.

13Global Navigation Satellite System,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 119 (European Standing Committees), That this House takes note of European Union Document No. 6528/99, a Commission Communication: Galileo—involving Europe in a new generation of satellite navigation services; and endorses the Government's prudent approach to the Commission's proposals as set out in the Explanatory Memorandum—(Jane Kennedy):—It was agreed to.
14Education and Employment,—Ordered, That Mr Joe Benton be discharged from the Education and Employment Committee and Mr Bill Rammell be added to the Committee.—(Mr John McWilliam.)
