The House met at half-past Two o'clock.
PRAYERS.
1Private Bills [Lords] (Suspension),—The Speaker laid upon the Table a certificate by one of the Clerks in the Private Bill Office that, in respect of the following Bill brought from the House of Lords, and upon which the proceedings were suspended in this House, the Agents have deposited in the Private Bill Office a declaration signed by them, stating that the Bill is the same, in every respect, as the Bill which was brought from the House of Lords in the last Session, viz.:
 
        City of Westminster Bill [Lords].
2Private Bills [Lords],—The Standing Orders of 17th November, relating to the City of Westminster Bill [Lords], being read;
 
        The City of Westminster Bill [Lords] was read the first and second time and ordered to be committed.
3Committee of Selection,—Ordered, That Mr Fraser Kemp and Mr Ian Davidson be discharged from the Committee of Selection and Ms Karen Buck and Mr Philip Hope be added to the Committee.—(Mr Greg Pope.)
4Fourth Standing Committee on Delegated Legislation,—Mrs Marion Roe reported from the Fourth Standing Committee on Delegated Legislation the draft Forensic Science Service Trading Fund Order 1998.

5Fifth Standing Committee on Delegated Legislation,—Mr Roger Gale reported from the Fifth Standing Committee on Delegated Legislation the draft Rates (Amendment) (Northern Ireland) Order 1998.

6Sixth Standing Committee on Delegated Legislation,—Mr John Maxton reported from the Sixth Standing Committee on Delegated Legislation the Value Added Tax (Input Tax) (Amendment) Order 1998 (S.I., 1998, No. 2767).

7Message from the Lords,—A Message was brought from the Lords, as follows:
 
        Parliamentary Privilege,—The Lords communicate that they have appointed a Committee consisting of six Lords to join with a Committee of the Commons as the Joint Committee on Parliamentary Privilege, to review parliamentary privilege and make recommendations thereon; that they have ordered that the Committee have power to agree with the Commons in the appointment of a Chairman; that the Committee have leave to report from time to time; that the Committee have power to appoint Specialist Advisers; that the proceedings of the Joint Committee on Parliamentary Privilege in the last Session of Parliament be referred to the Committee; that the Minutes of Evidence taken before the Committee from time to time shall, if the Committee think fit, be printed and delivered out; and that the Attorney General, the Lord Advocate, the Solicitor General and the Solicitor General for Scotland, being members of either House, may attend the Committee, may take part in deliberations, may receive Committee papers and may give such other assistance to the Committee as may be appropriate, but shall not vote or make any motion or move any amendment or be counted in the quorum.
8Adjournment (The European Union),—A Motion was made, and the Question being proposed, That this House do now adjourn—(Mr Clive Betts);
 
        And it being Ten o'clock, the Motion for the adjournment of the House lapsed, without Question put.
9Estimates,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 145 (Liaison Committee), That this House agrees with the Report [16th November] of the Liaison Committee—(Mr Keith Hill):—It was agreed to.
10Adjournment,—Resolved, That this House do now adjourn.—(Mr Keith Hill.)
 
        And accordingly the House, having continued to sit till twenty-nine minutes past Ten o'clock, adjourned till Monday 7th December.

2Draft Parole Board (Transfer of Functions) Order 1998,—The Committee of Selection has discharged Mr Peter Temple-Morris from the Second Standing Committee on Delegated Legislation (nominated in respect of the draft Order); and nominated in substitution Mr Alan Keen.
