PRAYERS.
1Selection,--Ordered, That Mr Peter Ainsworth be discharged from the Committee of Selection and Mr James Cran be added to the Committee.--(Mr Kevin Hughes.)
2Teaching and Higher Education Bill [Lords] (Programme),--A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 82 (Business Committee), That the Report [4th June] from the Business Committee be now considered--(Mr Jon Owen Jones):--It was agreed to.
 
        Question put forthwith, That this House agrees with the Committee in its Resolution:--It was agreed to.
3Teaching and Higher Education Bill [Lords] (Consideration and Third Reading) [1st allotted day],--The House, according to Order, proceeded to consider the Teaching and Higher Education Bill [Lords], as amended in the Standing Committee.
 
        Amendments (Nos. 84, 12, 13 and 85 to 97) made to the Bill.
 
        Amendment (No. 3) proposed to the Bill, in page 13, line 8, after the word 'appropriate', to insert the words 'following consultation with the relevant institutions on the contents of any such reports, oral and written'.--(Mr Don Foster.)
 
        Question proposed, That the Amendment be made;
 
        And one hour having elapsed since the commencement of proceedings on the Bill, the Deputy Speaker, pursuant to Order [this day], put the Question already proposed from the Chair.
 
        Question, That the Amendment (No. 3) be made, put and negatived.
 
        The Deputy Speaker then put forthwith the Question on Amendments moved by a Minister of the Crown to Clause No. 20 and Schedule No. 2.
 
        Other Amendments (Nos. 98 and 14 to 33) made to the Bill.
 
        A Clause (Supply of information in connection with student loans: Scotland)--(Dr Kim Howells)--brought up, and read the first time.
 
        Question proposed, That the Clause be read a second time;
 
        And one and a half hours having elapsed, the Deputy Speaker put the Question already proposed from the Chair.
 
        The Clause was read a second time.
 
        The Deputy Speaker then put forthwith the Question necessary to bring to a decision the Question previously decided.
 
        The Clause was added to the Bill.
 
        The Deputy Speaker then put forthwith the Question on Motions made by a Minister of the Crown which were required to be disposed of at that hour.
 
        Other Clauses (Transfer or delegation of functions relating to student support) and (Supply of information in connection with student loans)--(Mr David Jamieson)--brought up, and added to the Bill.
 
        Another Amendment (No. 102) proposed to the Bill, in page 15, line 12, at the end, to insert the words--
 
        '(1A) No regulations may be made under this section if their effect would be to disadvantage students by reason of their residence in one part of the United Kingdom as opposed to their residence in any other part.'.--(Mr David Willetts.)
 
        Question put, That the Amendment be made.

        '(1A) Regulations under this section shall make provision requiring the Secretary of State to pay maintenance grants to eligible students whose income or parental income is less than a prescribed amount.'.--(Mr Dennis Canavan.)

4Contracting Out,--A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the draft Contracting Out (Functions relating to National Savings) Order 1998, which was laid before this House on 6th April, be approved--(Mr David Jamieson);
 
        The House divided.

5Marine Pollution,--A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the draft Merchant Shipping (Control of Pollution) (SOLAS) Order 1998, which was laid before this House on 21st April, be approved--(Mr Kevin Hughes);
 
        The House divided.

6Defence,--A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the draft Army, Air Force and Naval Discipline Acts (Continuation) Order 1998, which was laid before this House on 11th May, be approved--(Mr Kevin Hughes):--It was agreed to.
7Northern Ireland,--A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the draft Fire Services (Amendment) (Northern Ireland) Order 1998, which was laid before this House on 12th May, be approved--(Mr Kevin Hughes):--It was agreed to.
8Home Affairs,--Ordered, That Mr Richard Allan be discharged from the Home Affairs Committee and Bob Russell be added to the Committee.--(Mr John McWilliam, on behalf of the Committee of Selection.)
