PRAYERS.

1    London Local Authorities and Transport for London Bill,—The House proceeded to consider the London Local Authorities and Transport for London Bill, as amended in the Committee.

    Bill to be read the third time.

2    Contingencies Fund 2004-05,—Ordered, That there be laid before this House Accounts of the Contingencies Fund, 2004-05, showing—

      (1) a balance sheet,

      (2) a cashflow statement; and

      (3) notes to the account; together with the Report of the Comptroller and Auditor General thereon.—(Mr Tom Watson.)

3    Equality Bill [Lords],—Mr Roger Gale reported from Standing Committee A, That it had gone through the Equality Bill [Lords], and made Amendments thereunto.

    Bill, as amended in the Standing Committee, to be considered on Monday 12th December; and to be printed [Bill 99].

4    Fifth Standing Committee on Delegated Legislation,—Mr David Wilshire reported from the Fifth Standing Committee on Delegated Legislation the draft Transport for London (Best Value) (Contracting Out of Investment and Highways Functions) Order 2005.

5    Sixth Standing Committee on Delegated Legislation,—John Bercow reported from the Sixth Standing Committee on Delegated Legislation the draft Animal Health Act 1981 (Amendment) Regulations 2005.

6    European Standing Committee,—Mr Mike Weir reported from a European Standing Committee the following Resolution:

    That the Committee takes note of European Union Document No. 9997/05 and Addendum 1, Commission Communication: Developing a Strategic Concept on Tackling Organised Crime; supports the Government's position in welcoming the Commission's strategic approach to tackling organised crime and notes that many elements of the strategy are, or will be, the subject of detailed negotiation.

7    Disorderly conduct,—Mr Dennis Skinner, Member for Bolsover, having used a grossly disorderly expression, was ordered by the Speaker to withdraw the same, but he declined to comply with that direction

    Whereupon the Speaker, pursuant to Standing Order No. 43 (Disorderly conduct) ordered him to withdraw immediately for the remainder of this day's sitting:—And he withdrew accordingly.

8    Government of Wales Bill,—Mr Secretary Hain, supported by the Prime Minister, Mr Secretary Prescott, Mr Chancellor of the Exchequer, Secretary Margaret Beckett, Mr Secretary Darling, Ms Secretary Hewitt, Mr Secretary Clarke, Secretary Alan Johnson, Ms Harriet Harman and Nick Ainger presented a Bill to make provision about the government of Wales: And the same was read the first time; and ordered to be read a second time on Monday 12th December and to be printed [Bill 100].

    Ordered, That the Explanatory Notes relating to the Government of Wales Bill be printed [Bill 100-EN].

9    Estimates Day [1st allotted day],—The House proceeded, pursuant to Resolution [1st December], to consider the Estimates appointed for consideration under Standing Order No. 145 (Liaison Committee).

    Vote on Account, 2006-07 (Department of Health),—A Motion was made, and the Question being proposed, That, for the year ending with 31st March 2007, for expenditure by the Department of Health—

    (1) resources, not exceeding 27,595,662,000, be authorised, on account, for use as set out in HC 465, and

    (2) a sum, not exceeding 26,808,818,000, be granted to Her Majesty out of the Consolidated Fund, on account, to meet the costs as so set out—(Claire Ward);

    And it being Six o'clock, the Deputy Speaker, pursuant to paragraph (5) of Standing Order No. 54 (Consideration of estimates), put the Question:—It was agreed to.

10    Estimates,—The Deputy Speaker then put the Questions required to be put, pursuant to paragraph (1) of Standing Order No. 55 (Questions on voting of estimates, &c.).

    Supplementary Estimates, 2005-06

    Resolved, That, for the year ending with 31st March 2006—

    (1) further resources, not exceeding 3,183,848,000, be authorised, for use for defence and civil services as set out in HC 672,

    (2) a further sum, not exceeding 4,677,710,000, be granted to Her Majesty out of the Consolidated Fund, to meet the costs of defence and civil services as so set out, and

    (3) limits as so set out be set on appropriations in aid.

    Estimates, 2006-07 (Vote on Account)

    Resolved, That, for the year ending with 31st March 2007—

    (1) resources, not exceeding 144,195,341,000, be authorised, on account, for use for defence and civil services as set out in HC 465, HC 467, HC 468 and HC 469, and

    (2) a sum, not exceeding 134,448,075,000, be granted to Her Majesty out of the Consolidated Fund, on account, to meet the costs of defence and civil services as so set out

    Ordered, That a Bill be brought in upon the foregoing Resolutions: And that the Chairman of Ways and Means, Mr Chancellor of the Exchequer, Mr Des Browne, Dawn Primarolo, John Healey and Mr Ivan Lewis do prepare and bring it in.

11    Consolidated Fund Bill,—John Healey accordingly presented a Bill to authorise the use of resources for the service of the years ending with 31st March 2006 and 31st March 2007 and to apply certain sums out of the Consolidated Fund to the service of the years ending with 31st March 2006 and 31st March 2007: And the same was read the first time; and ordered to be read a second time on Monday 12th December and to be printed [Bill 101].

12    National Health Service,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the draft National Health Service (Dental Charges) Regulations 2005, which were laid before this House on 22nd November, be approved—(Mr Vernon Coaker);

    And the Deputy Speaker's opinion as to the decision of the Question being challenged, the Division was deferred till Wednesday 14th December, pursuant to Standing Order No. 41A (Deferred divisions).

13    International Immunities and Privileges,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the draft International Criminal Court (Immunities and Privileges) Order 2005, which was laid before this House on 23rd November, be approved—(Mr Vernon Coaker):—It was agreed to.

14    Return of Illegal Immigrants,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 119 (European Standing Committees), That this House takes note of European Union Document No. 12125/05 and Addenda 1 and 2, Draft Directive on common standards and procedures in Member States for returning illegally staying third-country nationals; and recognises the Government's specific policy, security, legislative and financial concerns in deciding whether to opt into this Directive—(Mr Vernon Coaker):—It was agreed to.

15    Public Passenger Transport,—Ordered, That the Travel Concessions (Extension of Entitlement) (England) Order 2005, (S.I., 2005, No. 3224) dated 22nd November 2005 be referred to a Standing Committee on Delegated Legislation.—(Mr Vernon Coaker.)

16    Adjournment,—A Motion was made, and the Question being proposed, That this House do now adjourn—(Mr Vernon Coaker);

    And the Motion having been made after Six o'clock, and the Debate having continued for half an hour, the Deputy Speaker adjourned the House without Question put, pursuant to the Standing Order, it being then twenty-eight minutes to Seven o'clock, till Monday 12th December.
