The House met at half-past Nine o'clock.

1    The Speaker's Absence,—The House being met, and the Speaker having leave of absence pursuant to paragraph (3) of Standing Order No. 3 (Deputy Speaker), Sylvia Heal, the First Deputy Chairman of Ways and Means, proceeded to the Table.

PRAYERS.

2    The First Deputy Chairman of Ways and Means took the Chair as Deputy Speaker.

3    HBOS Group Reorganisation Bill,—A Bill to make new provision for the regulation and management of the Governor and Company of the Bank of Scotland upon its registration as a public company under the Companies Act 1985; to provide for the transfer of the undertakings of Capital Bank plc, Halifax plc and HBOS Treasury Services plc to the Governor and Company of the Bank of Scotland; to provide for the transfer of the assets of the Clerical, Medical and General Life Assurance Society to Clerical Medical Investment Group Limited; and for connected purposes, was read the first time; and ordered to be read a second time.

4    Drugs Bill,—Mr Roger Gale reported from Standing Committee F, That it had gone through the Drugs Bill, and made Amendments thereunto.

    Bill, as amended in the Standing Committee, to be considered on Monday 7th February; and to be printed [Bill 55].

    Minutes of Proceedings of the Committee to lie upon the Table.

5    Message from the Lords,—A Message was brought from the Lords, as follows:

    Renewable Energy Bill [Lords],—The Lords have passed a Bill to make provision about the microgeneration of electricity; to provide for small renewable energy developments to be classed as permitted development; and to provide for a renewables obligation for public suppliers of energy other than electricity suppliers; to which the Lords desire the concurrence of this House.

6    Criminal Law (Amendment) (Householder Protection) Bill,—The Order of the day being read, for the Second Reading of the Criminal Law (Amendment) (Householder Protection) Bill;

    And a Motion being made, and the Question being proposed, That the Bill be now read a second time;

    David Maclean rose in his place and claimed to move, That the Question be now put.

    And the Question being put, That the Question be now put;

    The House divided.

      Tellers for the Ayes, Mr Geoffrey Clifton-Brown, Mr John Randall: 140.

      Tellers for the Noes, Mr Andrew Dismore, Mr Stephen Pound: 21.

    So the Question was agreed to.

    And the Question being accordingly put, That the Bill be now read a second time;

    The House divided.

      Tellers for the Ayes, Mr Geoffrey Clifton-Brown, Mr John Randall: 130.

      Tellers for the Noes, Mr Peter Luff, Mr Crispin Blunt: 4.

    So the Question was agreed to.

    The Bill was accordingly read a second time and stood committed to a Standing Committee.

7    Renewable Heat Bill,—The Order of the day being read, for the Second Reading of the Renewable Heat Bill;

    Ordered, That the Bill be read a second time on Friday 20th May.

8    Council Tax Benefit (Entitlement Information) Bill,—The Order of the day being read, for the Second Reading of the Council Tax Benefit (Entitlement Information) Bill;

    Ordered, That the Bill be read a second time on Friday 1st July.

9    Adjournment,—Resolved, That this House do now adjourn.—(Mr Tom Watson.)

    And accordingly, the House, having continued to sit till three minutes past Three o'clock, adjourned till Monday 7th February.
