1    Welsh Grand Committee,-Mr Win Griffiths reported from the Welsh Grand Committee, That it had considered the matter of the Government's Legislative Programme as outlined in the Queen's Speech as it relates to Wales and Public Expenditure in Wales, referred to it on 2nd December.

2    Message from the Lords,-A Message was brought from the Lords, as follows:

    The Lords have agreed to the Consolidated Fund Bill, without Amendment.

3    European Parliamentary and Local Elections (Pilots) Bill,-The House, according to Order, proceeded to consider the European Parliamentary and Local Elections (Pilots) Bill, not amended in the Standing Committee.

    A Clause (NC2) (Additional provisions in respect of postal voting)-(Mr David Heath)-brought up and read the first time.

    Question put, That the Clause be read a second time.

    The House divided.

      Tellers for the Ayes, Richard Younger-Ross, Mr Mark Field: 183.

      Tellers for the Noes, Gillian Merron, Mr Jim Murphy: 291.

    Another Clause (NC3) (Additional provisions in respect of electronic voting)-(Mr David Heath)-brought up and read the first time.

    Another Clause (NC4) (Conduct of elections under a pilot order)-(Mr David Heath)-brought up and read the first time.

    Another Amendment (No. 6) proposed to the Bill, in page 1, line 18, at the end to insert the words-

      '(4A) The Secretary of State must not make an order under this section specifying a region which the Electoral Commission has identified as-

      (a)not suitable for a pilot scheme; or

      (b)a region for which the Commission does not feel able to make a positive recommendation as to its suitability.'.-(Mr David Heath.)

    Question put, That the Amendment be made.

4    International Development,-A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the draft International Fund for Agricultural Development (Sixth Replenishment) Order 2003, which was laid before this House on 30th October, in the last Session of Parliament, be approved-(Mr Jim Murphy):-It was agreed to.

5    Employment Agencies,-A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the draft Conduct of Employment Agencies and Employment Businesses Regulations 2003, which were laid before this House on 3rd December, be approved-(Mr Jim Murphy):-It was agreed to.

6    Extradition,-A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the draft Extradition Act 2003 (Designation of Part 1 Territories) Order 2003, which was laid before this House on 3rd December, be approved-(Mr Jim Murphy):-It was agreed to.

7    Extradition,-A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the draft Extradition Act 2003 (Designation of Part 2 Territories) Order 2003, which was laid before this House on 3rd December, be approved-(Mr Jim Murphy);

    And the Deputy Speaker's opinion as to the decision of the Question being challenged, the Division was deferred till to-morrow, pursuant to Order [28th June 2001 and 6th November (Deferred Divisions)].

8    Extradition,-A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the draft Extradition Act 2003 (Designation of Part 3 Territories) Order 2003, which was laid before this House on 3rd December, be approved-(Mr Jim Murphy):-It was agreed to.

9    Extradition,-A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the draft Extradition Act 2003 (Police Powers: Code of Practice) Order 2003, which was laid before this House on 3rd December, be approved-(Mr Jim Murphy):-It was agreed to.

10    Broadcasting,-A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation) and Order [9th December], That this House approves the Amendment [Cm. 6075] dated 4th December 2003 to the Agreement [Cm. 3152] dated 25th January 1996, (as amended by the Amendment [Cm. 4797] dated 3rd July 2000) between the Secretary of State for Culture, Media and Sport and the British Broadcasting Corporation, which was laid before this House on 8th December-(Mr Jim Murphy):-It was agreed to.

11    Public Administration,-Ordered, That Mr John Lyons be discharged from the Select Committee on Public Administration and Mrs Anne Campbell be added.-(Mr Jim Murphy.)

12    Statutory Instruments (Joint Committee),-Ordered, That Mr Andrew Rosindell be discharged from the Select Committee appointed to join with a Committee of the Lords as the Joint Committee on Statutory Instruments and Mr Eric Forth be added.-(Mr Jim Murphy.)

13    Child Trust Funds Bill (Programme) (No. 2),-A Motion was made, and the Question being put forthwith, pursuant to Order [28th June 2001 and 6th November 2003 (Programming of Bills)], That the Order of 15th December 2003 (Child Trust Funds Bill (Programme)) be varied as follows:

    In paragraph 2 (conclusion of proceedings in Standing Committee), for '15th January' substitute '20th January'-(Mr Jim Murphy):-It was agreed to.

14    Public Petitions,-A Public Petition from British-Eritreans, members of the Eritrean community in the UK and friends of Eritrea for measures to discourage a war between Eritrea and Ethiopia, and for international sanctions against Ethiopia was presented and read; and ordered to lie upon the Table and to be printed.

15    Adjournment,-Resolved, That this House do now adjourn.-(Mr Jim Murphy.)

    And accordingly the House, having continued to sit till twenty-five minutes to Eight o'clock, adjourned till to-morrow.
