4    Fourth Standing Committee on Delegated Legislation,-Mr John Butterfill reported from the Fourth Standing Committee on Delegated Legislation the Amendment [Cm. 6075] dated 4th December 2003 to the Agreement [Cm. 3152] dated 25th January 1996 (as amended by the Amendment [Cm. 4797] dated 3rd July 2000) between the Secretary of State for Culture, Media and Sport and the British Broadcasting Corporation.

5    Ninth Standing Committee on Delegated Legislation,-Mr Jimmy Hood reported from the Ninth Standing Committee on Delegated Legislation the Draft International Fund for Agriculture Development (Sixth Replenishment) Order 2003.

6    Consolidated Fund Bill,-The Order of the day being read, for the Second Reading of the Consolidated Fund Bill;

    And a Motion being made, and the Question being put forthwith pursuant to Standing Order No. 56 (Consolidated Fund Bills), That the Bill be now read a second time:-It was agreed to.

    The Bill was accordingly read a second time.

    And the Question being put forthwith, That the Bill be now read the third time:-It as agreed to.

    The Bill was accordingly read the third time, and passed.

7    Child Trust Funds Bill,-The Order of the day being read, for the Second Reading of the Child Trust Funds Bill;

    And a Motion being made, and the Question being put, That the Bill be now read a second time;

    The House divided.

8    Child Trust Funds Bill (Programme),-A Motion was made, and the Question being put forthwith, pursuant to Orders [28th June 2001 and 6th November 2003 (Programming of Bills)], That the following provisions shall apply to the Child Trust Funds Bill:

    Committal

    1. The Bill shall be committed to a Standing Committee.

    Standing Committee

    2. Proceedings in the Standing Committee shall (so far as not previously concluded) be brought to a conclusion on 15th January 2004.

    3. The Standing Committee shall have leave to sit twice on the first day on which it meets.

    Consideration and Third Reading

    4. Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.

    5. Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on the day on which proceedings on consideration are commenced.

    6. Sessional Order B (programming committees) made by the House on 28th June 2001 shall not apply to proceedings on consideration and Third Reading.

    Other proceedings

    7. Any other proceedings on the Bill (including any proceedings on consideration of Lords Amendments or on any further message from the Lords) may be programmed-(Mr Jim Murphy):-It was agreed to.

9    Child Trust Funds Bill [Money],-Her Majesty's Recommendation having been signified to the proposed Motion relating to Child Trust Funds Bill [Money];

    A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 52 (Money and ways and means resolutions in connection with bills), That, for the purposes of any Act resulting from the Child Trust Funds Bill, it is expedient to authorise the payment out of money provided by Parliament of any expenditure incurred by the Commissioners of Inland Revenue under or by virtue of the Act-(Mr Jim Murphy):-It was agreed to.

10    Child Trust Funds Bill [Ways and Means],-A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 52 (Money and ways and means resolutions in connection with bills), That, for the purposes of any Act resulting from the Child Trust Funds Bill, it is expedient to authorise-

    (1) the making of provision for securing that losses accruing on the disposal of investments under child trust funds are to be disregarded for the purposes of capital gains tax, and

    (2) the making of payments into the Consolidated Fund-(Mr Jim Murphy):-It was agreed to.

11    Section 5 of the European Communities (Amendment) Act 1993,-A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation) and Order [27th November], That this House takes note with approval of the Government's assessment as set out in the Pre-Budget Report 2003 for the purposes of section 5 of the European Communities (Amendment) Act 1993-(Mr Jim Murphy);

    The House divided.

    So the Question was agreed to.

    Resolved, That this House takes note with approval of the Government's assessment as set out in the Pre-Budget Report 2003 for the purposes of section 5 of the European Communities (Amendment) Act 1993.

12    Broadcasting,-A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the draft Media Ownership (Local Radio and Appointed News Provider) Order 2003, which was laid before this House on 13th November, in the last Session of Parliament, be approved-(Mr Jim Murphy):-It was agreed to.

13    European Communities,-A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That an humble Address be presented to Her Majesty, praying that the European Communities (Definition of Treaties) (Euro-Mediterranean Agreement Establishing an Association between the European Communities and their Member States and the People's Democratic Republic of Algeria) Order 2003 be made in the form of the draft laid before this House on 4th November, in the last Session of Parliament-(Mr Jim Murphy):-It was agreed to.

    Address to be presented to Her Majesty by such Members of the House as are of Her Majesty's Most Honourable Privy Council or of Her Majesty's Household.

14    European Communities,-A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That an humble Address be presented to Her Majesty, praying that the European Communities (Definition of Treaties) (Euro-Mediterranean Agreement Establishing an Association between the European Communities and their Member States and the Republic of Lebanon) Order 2003 be made in the form of the draft laid before this House on 4th November, in the last Session of Parliament-(Mr Jim Murphy):-It was agreed to.

15    Northern Ireland,-A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the Northern Ireland Act 1998 (Modification) Order 2003 (S.I., 2003, No. 3039), dated 27th November 2003, a copy of which was laid before this House on 27th November, be approved-(Mr Jim Murphy):-It was agreed to.

16    Security at European Council Meetings and Other Comparable Events,-A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 119 (European Standing Committees), That this House takes note of European Union document 10965/3/03, draft Council Resolution on security at European Council meetings and other comparable events; shares the Government's view that the general aim of the measure will encourage police services across the European Union to cooperate to prevent the violence at international events and to facilitate peaceful protest; acknowledges that personal rights and freedoms are protected as far as possible; and supports the Government's position on this measure-(Mr Jim Murphy):-It was agreed to.

17    Science and Technology,-Ordered, That Mr Parmjit Dhanda be discharged from the Science and Technology Committee and Paul Farrelly be added.-(Mr John McWilliam, on behalf of the Committee of Selection.)

18    Environment, Food and Rural Affairs,-Ordered, That Mr David Curry be discharged from the Environment, Food and Rural Affairs Committee and Mr Ian Liddell-Grainger be added.-(Mr John McWilliam, on behalf of the Committee of Selection.)
