PRAYERS.

1    Marine Safety Bill,-Ordered, That the Explanatory Notes relating to the Marine Safety Bill be printed [Bill 31-EN].

2    Public Sector Pensions for Unmarried Couples Bill,-The Order for reading the Public Sector Pensions for Unmarried Couples Bill a second time on Friday 7th March was read and discharged.

    Bill to be read a second time on Friday 28th March.

3    Industrial Development (Financial Assistance) Bill,-The Order of the day being read for the Second Reading of the Industrial Development (Financial Assistance) Bill;

    And a Motion being made, and the Question being proposed, That the Bill be now read a second time;

    An Amendment was proposed to the Question, to leave out from the word 'That' to the end of the Question and add the words 'this House declines to give a Second Reading to the Industrial Development (Financial Assistance) Bill because it amends section 8(5) of the Industrial Development Act 1982 in a way that diminishes accountability to Parliament on the levels of future financial assistance to industry', instead thereof.-(Mr Henry Bellingham.)

    And the Question being put, That the Amendment be made;

    So the Question was negatived.

    The Bill was accordingly read a second time and stood committed to a Standing Committee.

4    Industrial Development (Financial Assistance) Bill [Money],-Her Majesty's Recommendation having been signified to the proposed Motion relating to Industrial Development (Financial Assistance) Bill [Money];

    A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 52 (Money and ways and means resolutions in connection with bills), That, for the purposes of any Act resulting from the Industrial Development (Financial Assistance) Bill, it is expedient to authorise any increase in sums paid out of money provided by Parliament attributable to provisions of the Act-

      (a) increasing the sum of 1,900 million specified in section 8(5) of the Industrial Development Act 1982 to 3,700 million, and

      (b) increasing the sum of 200 million so specified to 600 million-(Gillian Merron):-It was agreed to.

5    Improving Safety at Sea,-A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 119 (European Standing Committees), That this House takes note of European Union Documents No. 15301/02, Commission Communication on improving safety at sea, and No. 5111/03, draft Regulation on the accelerated phasing in of double hull or equivalent design requirements for single hull oil tankers; and supports the Government's continuing commitment to working within the European Union and the International Maritime Organisation to that end-(Gillian Merron):-It was agreed to.

6    Combating Corruption in the Private Sector,-A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 119 (European Standing Committees), That this House takes note of European Union Document No. 12249/2/02, on Combating Corruption in the Private Sector; considers it to be an acceptable replacement for the Joint Action on Corruption in the Private Sector of 22nd December 1998; and supports the Government's efforts to secure agreement to this Framework Decision-(Gillian Merron):-It was agreed to.

7    Northern Ireland,-A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the draft Housing (Northern Ireland) Order 2003, which was laid before this House on 20th January, be approved-(Gillian Merron):-It was agreed to.

8    Libraries,-A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the draft Public Lending Right (Increase of Limit) Order 2003, which was laid before this House on 28th January, be approved-(Gillian Merron):-It was agreed to.
