1    Queen's Speech (Answer to Address),-The Vice-Chamberlain of the Household reported to the House, That Her Majesty, having been attended with its Address of 20th November, was pleased to received the same very graciously and give the following answer:

    I have received with great satisfaction the dutiful and loyal expression of your thanks for the speech with which I opened the present Session of Parliament.

2    Income Tax,-The Vice-Chamberlain of the Household reported to the House, That its Addresses of 2nd December had been presented to Her Majesty; and that Her Majesty had been pleased to received the same very graciously and to give the following Answer:

    I have received your Addresses praying that the Double Taxation Relief (Taxes on Income) (South Africa) Order 2002, and the Double Taxation Relief (Taxes on Income) (Taiwan) Order 2002, be made in the form of drafts laid before your House on 30th October 2002, in the last session of Parliament.

    I will comply with your request.

3    Second Standing Committee on Delegated Legislation,-Mr Alan Hurst reported from the Second Standing Committee on Delegated Legislation the draft Company Directors Disqualification (Northern Ireland) Order 2002 and the draft Insolvency (Northern Ireland) Order 2002.

4    Third Standing Committee on Delegated Legislation,-Mr Eric Illsley reported from the Third Standing Committee on Delegated Legislation the Government's Assessment as set out in the Pre-Budget Report 2002 for the purposes of section 5 of the European Communities (Amendment) Act 1993.

5    Fifth Standing Committee on Delegated Legislation,-Mr David Amess reported from the Fifth Standing Committee on Delegated Legislation the draft Proceeds of Crime Act 2002 (Cash Searches: Code of Practice) Order 2002.

6    European Parliament (Representation) Bill,-The European Parliament (Representation) Bill was, according to Order, read a second time.

7    European Parliament (Representation) Bill [Programme],-A Motion was made, and the Question being put forthwith pursuant to Orders [28th June 2001 and 29th October 2002], That the following provisions shall apply to the European Parliament (Representation) Bill:

Committal

    (1) The Bill shall be committed to a Standing Committee.

Standing Committee

    (2) Proceedings in the Standing Committee shall (so far as not previously concluded) be brought to a conclusion on Thursday 16th January 2003.

    (3) The Standing Committee shall have leave to sit twice on the first day on which it meets.

Consideration and Third Reading

    (4) Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.

    (5) Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on the day on which proceedings on consideration are commenced.

    (6) Sessional Order B (programming committees) made by the House on 28th June 2001 shall not apply to proceedings on consideration and Third Reading.

Other proceedings

    (7) Any other proceedings on the Bill (including any proceedings on consideration of Lords Amendments or any further messages from the Lords) may be programmed -(Joan Ryan):-It was agreed to.

8    European Parliament (Representation) Bill [Money],-European Parliament (Representation) Bill [Money],-Her Majesty's Recommendation having been signified to the proposed Motion relating to European Parliament (Representation) Bill [Money];

    A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 52 (Money resolutions and ways and means resolutions in connection with bills), That, for the purposes of any Act resulting from the European Parliament (Representation) Bill, it is expedient to authorise-

    (1) the payment out of money provided by Parliament of-

      (a) any expenditure incurred by a Minister of the Crown in consequence of the Act; or

      (b) any increase attributable to the Act in the sums payable out of money so provided by virtue of any other Act;

    (2) any provision made under the Act requiring sums to be charged on and paid out of the Consolidated Fund;

    (3) any increase attributable to the Act in the sums to be charged on and paid out of the Consolidated Fund under any other Act;

    (4) the payment of sums into the Consolidated Fund-(Joan Ryan):-It was agreed to.

9    Social Security,-A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the draft Tax Credits (Appeals) (No. 2) Regulations 2002, which were laid before this House on 28th November, be approved-(Joan Ryan):-It was agreed to.

10    Social Security,-A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the draft Social Security Commissioners (Procedure) (Tax Credits Appeals) Regulations 2002, which were laid before this House on 28th November, be approved-(Joan Ryan):-It was agreed to.

11    Environmental Audit,-Ordered, That Mr Neil Gerrard be discharged from the Environmental Audit Committee and Mr David Chaytor be added to the Committee.-(Joan Ryan.)

12    Public Petitions,-Public Petitions from-

    (1) citizens of the United Kingdom for legislation to prohibit euthanasia by the withdrawal of food and fluid, and

    (2) residents of the Chorley area for legislation to ensure ongoing funding for hospices,

    were presented and read; and ordered to lie upon the Table and to be printed.

13    Adjournment,-Resolved, That this House do now adjourn.-(Joan Ryan.)
