1    Private Bill Petitions,-The Speaker laid upon the Table a Report from the Examiners of Petitions for Private Bills, That, in the case of the Petitions for the following Bills, the Standing Orders have been complied with, viz.:

2    First Standing Committee on Delegated Legislation,-Mr Eric Illsley reported from the First Standing Committee on Delegated Legislation the Mink Keeping (England) Order 2000.

3    Second Standing Committee on Delegated Legislation,-Mr Joe Benton reported from the Second Standing Committee on Delegated Legislation the draft Child Support (Maintenance Calculations and Special Cases) Regulations 2000, the draft Child Support (Maintenance Calculation Procedures) Regulations 2000, the draft Child Support (Collection and Enforcement and Miscellaneous Amendments) Regulations 2000, the draft Child Support (Information, Evidence and Disclosure and Maintenance Arrangements and Jurisdiction) (Amendment) Regulations 2000, and the draft Child Support (Variations) Regulations 2000.

4    Third Standing Committee on Delegated Legislation,-Mr Bill Olner reported from the Third Standing Committee on Delegated Legislation the Government's assessment as set out in the Financial Statement and Budget Report 2000-01, the Economic and Fiscal Strategy Report 2000-01, and the Pre-Budget Report 2000 for the purposes of section 5 of the European Communities (Amendment) Act 1993.

5    Fourth Standing Committee on Delegated Legislation,-Mr Jim Cunningham reported from the Fourth Standing Committee on Delegated Legislation the draft Broadcasting (Limit on the Holding of Licences to Provide Television Multiplex Services) Order 2001.

6    Estimates,-A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 145 (Liaison Committee), That this House agrees with the Report [13th December] of the Liaison Committee-(Mr Mike Hall):-It was agreed to.

7     Vehicles (Crime) Bill,-The Vehicles (Crime) Bill was, according to Order, read a second time.

8    Vehicles (Crime) Bill (Programme),-A Motion was made, and the Question being proposed, That the following provisions shall apply to the Vehicles (Crime) Bill:

Standing Committee

    1. The Bill shall be committed to a Standing Committee.

    2. Proceedings in the Standing Committee shall (so far as not previously concluded) be brought to a conclusion on Tuesday 23rd January 2001.

    3. The Standing Committee shall have leave to sit twice on the first day on which it shall meet-(Mr Keith Hill);

    And it being three-quarters of an hour after the commencement of proceedings on the Motion, the Speaker put the Question, pursuant to Order [7th November, in the last Session of Parliament].

9    Vehicles (Crime) Bill [Money],-Her Majesty's Recommendation having been signified to the proposed Motion relating to Vehicles (Crime) Bill [Money];

    A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 52 (Money resolutions and ways and means resolutions in connection with bills), That, for the purposes of any Act resulting from the Vehicles (Crime) Bill, it is expedient to authorise the payment out of money provided by Parliament of-

    (a) any expenditure incurred by a Minister of the Crown in consequence of the Act, and

    (b) any increase attributable to the Act in the sums payable out of money so provided by virtue of any other Act-(Mr Greg Pope);

    The House divided.

10    Vehicles (Crime) Bill [Ways and Means],-A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 52 (Money resolutions and ways and means resolutions in connection with bills), That, for the purposes of any Act resulting from the Vehicles (Crime) Bill, it is expedient to authorise-

    (1) the charging of fees in connection with a registration scheme for registration plate suppliers;

    (2) the payment into the Consolidated Fund of any sums received by a Minister of the Crown in consequence of the Act-(Mr Tony McNulty);

    The House divided.

11    National Lottery,-A Motion was made, and the Question being proposed, That the draft Millennium Commission (Substitution of a Later Date) Order 2000, which was laid before this House on 23rd November, in the last Session of Parliament, be approved-(Mr Secretary Smith);

    And the Question being put;

    And the Deputy Speaker's opinion as to the decision of the Question being challenged, the division was deferred till Wednesday next, pursuant to Order [7th November].

12    National Lottery,-A Motion was made, and the Question being put, That the draft Apportionment of Money in the National Lottery Distribution Fund Order 2000, which was laid before this House on 23rd November, in the last Session of Parliament, be approved-(Mr Secretary Smith);

    And the Deputy Speaker's opinion as to the decision of the Question being challenged, the division was deferred till Wednesday next, pursuant to Order [7th November].

13    Deregulation,-A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 18 (Consideration of draft deregulation orders), That the draft Deregulation (Sunday Dancing) Order 2000, which was laid before this House on 28th November, be approved-(Jim Dowd);

    And the Deputy Speaker's opinion as to the decision of the Question being challenged, the division was deferred till Wednesday next, pursuant to Order [7th November].

14    Public Petitions,-A Public Petition from residents and businesses of West Wirral against introducing a day manning shift system at Heswall and West Kirby fire stations was presented and read; and ordered to lie upon the Table and to be printed.

15    Adjournment,-Resolved, That this House do now adjourn.-(Jim Dowd.)
